redXfamilia is a three-day national gathering for child-welfare leaders from across Mexico and Latin America. This event will bring together leaders from civil associations, government agencies, and NGOs across Mexico and Latin America who are working toward a future where more children grow up in families.

Over three days, attendees will take part in main sessions, breakout workshops, and open conversation about the move toward family-based care — what works, what the evidence shows, and how to take a concrete next step.

This is a gathering to learn together. Everyone who cares about orphaned and vulnerable children in Mexico belongs in the room.

Speakers

Throughout her career, Daniela has worked tirelessly to promote the right of children and adolescents to grow up in a stable and loving family environment, encouraging adoption and responsible foster care. Her work as Director of Operations in Michoacán involves establishing a foster care program, finding temporary homes, and preparing families to care for a child while their legal situation is resolved and they are ready for adoption, thus preventing them from spending extended periods in institutional care.

Joe is the founder and executive director of The Hope Effect. Joe's journey into the orphan care world began more than 25 years ago when he and his wife adopted their daughter Sydney from Korea. Several years later, they adopted again, this time an older child from Thailand who spent the early part of her life in an institution. Joe has seen firsthand that children develop best when they are in a family environment.

Carmen Lucía Munguía Gallegos is a specialist in human rights and public policy focused on children and adolescents, with extensive experience in executive leadership and interagency collaboration. She currently serves as Executive Secretary of SIPINNA Sonora, where she has led high-impact reforms, programs, and partnerships to protect and uphold the rights of children and adolescents. She is recognized for her leadership, innovation, and ability to drive meaningful policy and systems change.

Throughout her 18-year political career, Daniela has made the promotion and protection of the rights of children and adolescents in Mexico her cause in positions such as: Municipal Trustee of Morelia (2008); State Deputy in the Congress of Michoacán on two occasions (2012 and 2021 and Federal Deputy for Michoacán where she also served as Vice President of the Board of Directors (2015).

Andrés Villalobos has more than 20 years of experience working in alternative care programs, with experience in residential care and foster care. He is especially focused on driving the expansion of services toward family care and family-based permanency solutions. Through his professional practice, he feels grateful for the opportunities to empower people, families, churches, and organizations so that they can discover or rediscover their dignity and potential for family life.

Hilary Peele has more than 18 years of communications experience in various disciplines, including corporate and nonprofit communications, television and radio broadcasting, public speaking, and freelance writing. She is thankful she can combine her love of communications with her passion for helping kids find loving families. Hilary lives in Dallas, Texas, with her husband and her three sons.

Paula Ramírez España holds a law degree from the Universidad Iberoamericana in Mexico City and a master's degree in Needs, Rights, and Cooperation for Development in Childhood from the Universidad Autónoma de Madrid. She has 20 years of experience in the field of human rights, particularly the rights of children and adolescents.

In 2005, she joined the team of the United Nations Children's Fund (UNICEF) in Mexico as a specialist in protection and legislative and institutional reform, where she has taken part in various legal and institutional reform processes, such as the comprehensive reform of the criminal justice system for adolescents, the enactment of the General Law on the Rights of Children and Adolescents, the development of the Comprehensive System and the Special Protection System for the Rights of Children and Adolescents in Mexico, and the constitutional reform on free birth registration, among others.

In recent years, she has specialized in promoting the right to family life and the comprehensive reform of the alternative care system for children and adolescents deprived of family care, including deinstitutionalization processes and the establishment of foster care programs in Mexico. She has also focused on adaptation and specialization processes to ensure the effective participation of children and adolescents who are victims or witnesses of a crime or involved in criminal, civil, and/or family justice proceedings.

Alejandra is passionate about building strong teams. She has led family-strengthening innovative programs focused on pursuing permanent family placements through partnership with State Governments, UNICEF and other organizations to bring awareness to those serving children in institutions and pursuing an improved case management focused on reducing time of institutionalization. Her favorite role has always been within her home, being a sister through adoption, a foster mom, and raising her baby boys alongside her husband, David.

Pedro Borgo Moreno serves as the Mexico Operations Director for The Hope Effect, where he leads the implementation and expansion of family-based care programs across multiple states in Mexico. He has played a key role in strengthening foster care initiatives in Sonora, Michoacán, Colima, and Jalisco, working alongside government agencies, international organizations, and nonprofit partners to help ensure that more children grow up in safe, loving families.

redXtamilia is a three-day national gathering taking place February 17-19, 2027, in Hermosillo, Sonora. It brings together civil associations, government agencies, and NGOs from across Mexico who care about orphaned and vulnerable children. It combines main sessions, breakout workshops, and honest conversation about the move toward family-based care.
Leaders of civil associations and children's homes, government child-protection officials, and NGO directors and program leaders working in child welfare across Mexico and Latin America.
Sessions are primarily in Spanish with simultaneous English interpretation available by headset for the main sessions.
Access to all main sessions and breakouts across the three days, printed materials, simultaneous interpretation, and a certificate of participation. It also includes all coffee breaks and Wednesday lunch. It does not include hotel, flights, travel to Hermosillo, or other meals.
Registration is for the full three-day event. That said, if you can't be there the whole time, you're welcome to attend the portions you can.
Full refunds are available until January 15, 2027. After that date, registrations are non-refundable but may be transferred to another person from the same organization.
